Ranking Member Scott Votes for Second FY24 Government Funding Bill

WASHINGTON- Congressman Bobby Scott (VA-03) voted for H.Res. 1102, the Consolidated Appropriations Act, 2024, the second legislative package that includes the final six the regular fiscal years 2024 appropriations bills. This package includes the following funding bills: Defense; Financial Services and General Government; Homeland Security; Labor, Health and Human Services, and Education, and Related Agencies; Legislative Branch; and State, Foreign Operations, and Related Programs.

“This funding bill will ensure we avoid a costly government shutdown that would particularly harm Hampton Roads, and this bill will complete the process of fully funding the government for FY24,” said Congressman Scott. “I applaud Appropriations Committee Ranking Member Rosa DeLauro for her leadership and the Appropriations Committee staff for their hard work over the last few weeks.”

“As the Ranking Member of the Committee on Education and the Workforce, I was pleased the Labor, Health and Human Services, and Education, and Related Agencies funding bill includes several important wins for students and working families,” stated Congressman Scott. “For example, it includes an increase in funding for K-12 public schools, and the money will be distributed where the need is the greatest. It also includes an additional $1 billion in funding for child care and Head Start, which will increase access to quality child care and increase wages for early childhood education workers. These increases are even more impressive considering House Republicans initially proposed an 80 percent cut to Title I Grants and a $750 million cut to Head Start.”

“As the representative from Hampton Roads, I was also pleased to see strong shipbuilding provisions as well as other investments to secure our communities and strengthen America’s defense capabilities. It also includes investments in mental health services for members of the military and gives them a well-deserved pay increase,” continued Congressman Scott. “This bill also contains community project funding that will help support local resilience efforts and reduce flooding in Hampton.”

This legislation includes $1,383,069 in community project funding requested by Congressman Scott for the City of Hampton’s Resilient Hampton Property Acquisition in Flood Prone Areas project to improve resiliency and reduce recurrent flooding. This follows the $14.3 million in community project funding secured by Congressman Scott in the first FY24 appropriations law enacted earlier this month.

In total, for FY24, Congressman Scott secured approximately $15.7 million in funding for community projects across Virginia’s 3rd Congressional District. More information on all the projects requested by Congressman Scott in the FY24 appropriations process can be found here.
